REPUBLICA DOMINICANA – ADUANA BUSCA AGILIZAR EL COMERCIO EXTERIOR.

La Direccion General de Aduanas (DGA) presento oficialmente el Operador Economico Autorizado, una figura que procura agilizar el comercio internacional.

De acuerdo a explicaciones ofrecidas por el director de Aduanas y por representares del sector exportador y empresarial, en sentido general, el lanzamiento del novedoso sistema consituye un avance en el incremento de la competitividad de la Republica Dominicana en su comercio transfronterizo y una oportunidad para encaminar el pais para tener un comercio contrado, agil y seguro.

En detalle, el Operador Economico Autorizado (OEA) es un mecanismo ceritifcado y acreditado por la Administracion de Aduanas, con la finalidad de asegurar y facilitar la cadena logistica en las exportaciones e importaciones del sector privado. Se trata de un proyecto impulsado por el Banco Interamericano de Desarrollo (BID) en Colombia, Panama, Peru, Republica Dominicana y Uruguay.

El director general de Aduanas, Rafael Camilo, aseguro que las empreas privadas que logran acreditacion y certificacion tienen el beneficio de que sus mercancias son despachadas con mayor prontitud en los puertos y aeropuertos.

Mientras, el representante del BID en el pais, Manuel Labrado, dijo que el OEA procura hacer mas sencilla la transaccion commercial, dando prioridad a quienes estan incluidos en esta plataforma, tanto en las aduanas de origen como las de destino. “ Son operadores que cumplen una serie de garantias en cuanto a todas las cadenas de comercio y en cuanto a seguridad portuaria, dentro de las instalaciones y para la gente que trabaja alli, permitiendo que haya una transaccion commercial mas rapida con los paises que cuentan con operadores economicos, apunto el representante del organismo internacional.

Labrado no especifico cuanto destino el BID para el OEA, porque no tenia los numeros a mano, pero si planteo que “lo mas imporante en los temas de integracion no es el importe (el dinero), sino que se transmita una practica en la region y que se facilite que, de alguna manera, lo que se hace en un sitio pueda utilizarse en otro lugar”

De su lado, el presidente de la Asociacion nacional de Exporatdores (Adoexpo), Kai Schoenhals, sostuvo que el OEA representa el reconocimiento de las aduanas dominicanas entre otras aduanas del mundo. “En el comercio exterior, como en todo, el tiempo es oro. Si tu eres un operador economico vas a tener un carril exclusive, menos documentacion y una verificacion aleatoria de la carga”, Expuso Schoenhals.

DOMINICAN REPUBLIC - SPEED OFFICE SEEKS FOREIGN TRADE.


The Directorate General of Customs (DGA) presented officially authorized economic operator, a figure which aims to facilitate international trade.

According to explanations given by the Director of Customs and representatives of the export sector and business in general, the launch of the new system age offers an advance in increasing the competitiveness of the Dominican Republic in its cross-border trade and an opportunity to direct the country to have a trade agreement, agile and secure.

In detail, the Authorized Economic Operator (OEA) is a mechanism certificated and accredited by the Customs Administration, in order to ensure and facilitate the logistics chain in exports and imports of the private sector. This is a project promoted by the Inter-American Development Bank (BID) in Colombia, Panama, Peru, Dominican Republic and Uruguay.

The Director General of Customs, Rafael Camilo, said that private companies that achieve accreditation and certification have the benefit of your goods are dispatched more quickly at ports and airports.

Meanwhile, the BID representative in the country, Manuel Labrado, said the OEA seeks to make simpler the commercial transaction, giving priority to those who are included in this platform, both in the offices of origin and the destination. "These are operators that serve a number of guarantees in all channels of trade and port for security within the premises and for the people who work there, provided there is a commercial transaction faster with countries that have economic operators, he noted the representative of international organization.

For his part, President of the National Association of exports(Adoexpo), Kai Schoenhals, said the OAS represents the recognition of Dominican customs and other customs of the world. "In foreign trade, as elsewhere, time is money. If you are a trader you will have an exclusive lane, less documentation and verification of random load ", exhibited Schoenhals.
