ANTES DE IRSE EL PRESIDENTE LEONEL FERNANDEZ SOMETIO PROYECTO DE LEY DE ADUANAS /BEFORE LEAVING PRESIDENT LEONEL FERNANDEZ SUBMITTED CUSTOMS BILL

Before handing over the Presidency of the Republic to Danilo Medina, Leonel Fernandez sent to Congress a bill that seeks to take customs and improve the existing legal framework.

In a letter to Reinaldo Pared Perez, presindent of Senate, Fernandez indicates that current law does not provide some early Customs Law, or collect advances economic, legal, and institutional tecnologiscos experienced by the country in recent year.

The piece, according to the proponent incorporates trade facilitation measures laid down in conventions as CAFTA and the EPA, provides for coordination of the work of the organs to customs with the Directorate General of Customs and incorporates the use of technologies the information.

"It has been prepared taking into account the proposals from the private sector and the public sector, and the recommendations of international consultants such as the Inter-American Development Bank (IDB), International Monetary Fund (IMF) and the U.S. Agency for Agency for International Development (USAID), "said the president as per motivation in the document.

He also assured that the piece was discussed and socialized with business associations related to customs activities, and with public administration bodies linked to the Directorate General of Customs.


"I hope the honorable legislators impart their vote of approval on this important bill that I submit for your consideration," said the president of the Dominican Republic.

Antes de entregar la Presidencia de la Republica a Danilo Medina, Leonel Fernandez envio al congreso un proyecto de ley de aduanas que busca asumir y mejorar el marco Juridico vigente.

En una carta remitida a Reinaldo Pared Perez, preidnete del Seano, Fernandez indica que la ley actual no contempla algunos principios de Derecho Aduanero, ni recoge los avances economicos, juridicos, tecnologiscos e institucionales experimentados por el pais en ano recientes.

La pieza, de acuerdo al proponente incorpora las medidas de  facilitacion comercial establecidas en convenios como DR-Cafta y el EPA; establece la coordinacion de las labores de los organos para aduaneros con la Direccion General de Aduanas e incorpora aspectos para el uso de tecnologias de la informacion.

"Se ha elaborado tomando en cuenta las propuestas del sector privado y del sector publico, y las recomendaciones de consultores internacionales tales como: del Banco Interamericano para el Desarrollo (BID), del Fondo Monetario Internacional (FMI), y la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID)" , dijo el entoces mandatario en el documento de motivacion.

Ademas aseguro que la pieza fue discutida y socializada con los gremios empresariales vinculados a la actividad aduanera, y con los organos de la administracion publica vinculados a la Direccion General de Aduanas.

"Espero que los honorables legisladores impartan su voto de aprobacion a este importante proyecto de Ley que someto a su consideracion" dijo el expresidnete de la Republica Dominicana.

ECONOMISTS HAVE TO COME DOWN AND THEN SIGN COSTS WITH THE IMF.

The issue of fiscal reform and an agreement with the International Monetary Fund (IMF) keeps economists with opposing views, except that the new government must reduce public spending to the high fiscal deficit that exists in the country.

Economists Frederick Eman Zade, Carlos Despradel and Jose Luis de Ramon, to participate in a meeting organized by the American Chamber of Commerce, believe that President Danilo Medina has to build trust before starting a process of fiscal reform.

In turn, Mr. Despradel and De Ramon agree that the new government to sign a pact with the IMF to help curb the fiscal deficit, but economists estimated Zade Fund are academics without experience, so he thinks recipes can give economists the Dominicans, and other agreements required believe.

Mr. Ramon believes that the country must agree on a tax reform RD $ 55.000 million to be applied now. The aim is to adjust spending, because, he said, there is a lot of expense.
